The death row expansion planned for San Quentin State Prison will cost $39 million more than last estimated, and it will be filled to capacity three years after it's expected to open unless some of the condemned inmates share cells, according to a new report.

The report on the cost to build and operate the planned 768-cell death row, released Tuesday by the California state auditor, was a "bombshell," said Assemblyman Jared Huffman, D-San Rafael.

He said it reveals that the California Department of Corrections has been low-balling the cost of building and operating the new death row.

The auditor estimated that the death row project, slated to cost $220 million when initially approved in 2003, will cost $395 million to construct. The report also said the Department of Corrections has neglected to mention the $7.3 million cost of activating the new death row or the new staffing costs, which will average $58.8 million per year - "for a total of approximately $1.2 billion over the next 20 years."
